What laws would make society better?

Could we make laws that better regulate traffic? Do existing laws have enough teeth to change the behavior of people who are blind or seeing the world around them with blinders on. What are some of the changes that would make life easier to everyone and at the same time would increase the mobility of our society??? What laws exist to protect the innocent from being victims of abuse or from being scammed out of their life savings? Regulations could stop the access to information required to commit such scams and yet we sit back and allow the scammers to make victims out of innocent people. What does a scam look like?
